E-Rate Overview

The Schools and Libraries E-Rate Program provides discounts to assist most schools and libraries in the United States to obtain affordable Internet access and telecommunications services. Lightower Fiber Networks is a trusted partner and strong supporter of the E-Rate Program.

Lightower currently serves over 450 school districts and over 350 public libraries.

Eligibility

The Schools and Libraries E-Rate Program provides discounts to assist most schools and libraries in the United States to obtain affordable Internet access and telecommunications services.

Who is Eligible?

K-12 Schools

  • An elementary school, including a public elementary charter school, that provides elementary education, as determined under state law.
  • A secondary school is a non-profit institutional day or residential school, including a public secondary charter school, that provides secondary education, as determined under state law, except that such term does not include any education beyond grade 12.
  • Schools operating as for-profit businesses or that have endowments exceeding $50 million are not eligible

Libraries

  • A public library
  • A public elementary school or secondary school library
  • An academic library
  • A research library, which for the purposes of this definition means a library that:
    • makes publicly available library services and material suitable for scholarly research and not otherwise available to the public; and
    • is not an integral part of an institution of higher education
  • A private library, but only if the state in which such private library is located determines that the library should be considered a library for purposes of this definition

Eligible Services

The Eligible Services List (ESL) for each funding year provides guidance on the eligibility of products and services under the Schools and Libraries Program.

The ESL is organized into two sections and includes a miscellaneous section:

Category One

Data Transmission Services and Internet Access, and Voice Services

  • Lightower Fiber Networks Broadband Services
    • Dedicated High Speed Internet Access
    • Leased Lit Fiber
    • Dark Fiber
    • Ethernet
      • 10 Mbps to 100 Gbps (Switched 10M to 10G, Dedicated 1G to 100G)
      • Ethernet Private Line (EPL), Ethernet Virtual Private Line (EVPL)
      • Ethernet LAN (ELAN), Metro-E Advanced Private Line

Category Two

Internal Connections, Managed Internal Broadband Services, and Basic Maintenance of Internal Connections

  • Miscellaneous
  • Fees and charges that are necessary to deliver an eligible product or service which include:
    • Taxes, surcharges, and other similar, reasonable charges incurred in obtaining an eligible product or service

Lightower SPIN

A SPIN (Service Provider Identification Number) is the unique number assigned to each service provider participating in the Universal Service Fund (USF). USAC will assign a Service Provider Identification Number to each company that registers by filing a Form 498.

As a long time participant, Lightower Fiber Networks has a number of active SPINs which enables us to offer various Category 1 eligible services.

Billing

Under the E-Rate program, the two methods for providing invoices to USAC for Reimbursement are:

  • BEAR (Billed Entity Applicant Reimbursement)The Form 472 is used by the Billed Entity (customer) to request reimbursement for support on eligible services that have already been provided, and paid in full to the service provider. The applicant will seek reimbursement from USAC for the approved discount amount.
  • SPI (Service Provider Invoice)After providing discounted bills to applicants for installed services, the service provider will file a form 474 SPI to seek reimbursement from USAC.
